dynamics goals and disabling 'more than once'

The official documentation does not seem to indicate if dynamic goals have the 'more than once' option enabled -- nor do they indicate any way to enable/disable that feature. A forum search seems to indicate that the 'more than once' feature is not available for dynamic goals.

However... my tracking data seems to indicate that it is enabled. I am seeing many cases where the visitor reloads the goal page and the goal count goes up accordingly. When I look at a visitor that has reloaded the goal page, and look at their "All time goals" in the "Visitor Detail" section -- I see that they have completed the same goal twice on the same date (and in fact, only seconds apart).

Any idea why this is happening and how I can prevent it?
