Log goals or actions?

On my site, a user needs to complete a set of steps in order to convert (such as click a couple of buttons, wait some time etc.).

I thought I'd manually log each action to stripe from my javascript on my site.

I'd like to be able to view how many visitors completed step X-Y to see which step they are failing at.

Therefore, should I log goals or actions?
